First Breach Inc. (NASDAQ:FBDT) is progressing with an expansion of its Hagerstown, Maryland operations to support ammunition manufacturing and unmanned aerial systems. The company said federal investment and procurement changes are strengthening the policy environment for domestic defence production.

#Federal programmes and procurement rules

First Breach pointed to the Pentagon’s roughly $1 billion Drone Dominance Program, announced in December 2025. The programme aims to purchase hundreds of thousands of American-made drones and is intended to provide industry with a steady, long-term demand signal. Its second phase takes effect this year and restricts motors and battery systems from covered countries.

The company also cited rules preventing federal agencies from purchasing foreign-made drones. In addition, FCC restrictions on foreign-made drone hardware include exemptions for Blue UAS and Buy American drones through January 1, 2028.

#Hagerstown site development

First Breach currently has approximately 80,000 square feet allocated to ammunition manufacturing. More than 200,000 additional contiguous square feet is under development to increase ammunition capacity and establish drone manufacturing operations.

The expansion is part of the company’s move from a single product line toward an operation combining ammunition production with the development and manufacture of unmanned aerial systems at its U.S. facility.

#Drone testing and production objectives

Two proprietary drone platforms are in active flight testing. First Breach said its Close Quarters Strike platform has completed untethered flight and an autonomous mission covering takeoff, a predetermined satellite navigation route and landing. The aircraft reached 100 mph during testing without a payload.

The larger Long Range Strike platform has completed its initial test flight. The company said the two systems share components and manufacturing resources as development and testing continue.

First Breach expects to complete its initial drone prototypes by Q4 2026 and is targeting scaled production at its Hagerstown campus in Q2 2027, ahead of the exemption deadline. These objectives are based on management’s current expectations, assumptions and beliefs and remain subject to risks and uncertainties.

#Company profile and stated risks

First Breach describes itself as an ISO 9001:2015 certified, American-made defence technologies company. Its Hagerstown facility produces ammunition components including brass cups, casings, projectiles, lead cores and lead wire, as well as completed ammunition. The company is also developing unmanned systems for commercial, law enforcement and military markets.

First Breach said actual results could differ materially because of economic, business, market, competitive, regulatory, technological, legal and geopolitical conditions. It also identified execution of its business strategy, access to capital and financing, customer demand and industry developments as risks affecting forward-looking statements.
